Summary of RFP

The Office of Management and Enterprise Services seeks qualified bidders to provide comprehensive insurance brokerage consulting, insurance consulting and risk management consulting services including but not limited to: a risk management information system; actuarial services; claim consulting including complex claim accounting services; property valuation services; loss prevention services, and any additional services offered.  All services must be included with  fee proposal.

All questions regarding this solicitation must be posted to this page by 3 p.m. Central Time on Aug. 10, 2017. Questions received after that date may not be answered.

Vendor Questions and Answers

If you are a vendor and wish to ask a question specific to this solicitation, simply login to this community of practice and follow the instructions below. If you are a vendor and do not currently have access to login to this community of practice, please submit an online access request form. In order to guarantee that your access is created prior to closing date for submitting questions for a solicitation, please request access at least 5 business days prior to the closing date for questions. The State of Oklahoma cannot be responsible for a vendor’s lack of access if the request is not made within this timeline.

All questions, including those submitted by e-mail to the contracting officer, must be posted to the wiki. We understand that your access to the wiki may have resulted in a delay in your ability to post questions in accordance with the deadline. However, after you obtain access, you must submit your questions on the wiki to ensure the state’s response is provided.

Adding a New Question

After navigating to the open IT solicitation page (To add a new question, simply choose the "Add Comment" link at the bottom of the appropriate solicitation page. After clicking the link, a text field will open. Type your question in the text field. When you've finished typing your question, select the "Post" button to post your question.

Replying/Posting a Follow-up Question

To ask a follow-up question to an existing question asked by you or another vendor, select the "Reply" link under the comment to which you want to ask your follow-up question. Type your follow-up question in the text box. When you have finished typing, please select the "Post" button.

    Regarding the Bid Deliverables, I have a question on E.17.4. What are the Specifications/Requirements being referenced in this question that you would like us to respond to? Is there a list in the materials provided that we are somehow overlooking? Thank you.

    1)     What individuals and firm have provided the actuarial services for each of the last 3 years?

    2)     How long has the current and/or most recent actuarial services provider provided these services to the state?

    3)     Is the state happy with the current actuarial services provider?

    4)     Please elaborate on what specific actuarial services are requested under this RFP.

    • Is the state interested in annual loss reserve estimates of outstanding liabilities and forecasts of ultimate losses for the next year and/or two?
    • Is the state interested in a cost allocation of forecast ultimate losses to various departments/sub-segments?
    • Is the state interested in a review of your self-insured retentions to optimize your total cost of risk (retained risk via a self-insured retention and/or deductible + premiums paid to third party insurers for transferred risk)?
    • What lines of business is the state interested in having actuarial services provided?
    • What, if any, other actuarial services is the state seeking?

    5)     Has the state, for the actuarial services envisioned under this RFP, ever contracted for actuarial services with a firm that did not provide all of the services requested under this RFP (comprehensive insurance brokerage consulting insurance consulting and risk management consulting services including but not limited to: Risk Management Information System, actuarial services, claim consulting, property valuation, loss prevention)?

    6)     What fees have the state paid in each of the last 3 years for the services requested under this RFP?

    7)     What fees had the state paid in each of the last 3 years for the actuarial services requested under this RFP?

    1. Who is the current insurance broker?

    2. What is the current fee structure, specific amount and lines of coverage included within the current fee for all services requested under this RFP?

    3. For the invoicing/payment – it says that payment will be paid in arrears – after services are rendered. This is not industry standard, could you please clarify?

    4. Is the state happy with the current insurance broker?

    5. Do you want separate actuarial reports for liability versus workers' compensation or are you okay with a consolidated, combined report?
